Hall & Foreman Inc (HFI) provides engineering, surveying, and land planning services. Since 1961, HFI has been a part of Southern California’s growth. HFI serves municipalities, public agencies, educational institutions, private builders, and developers.  

Project scopes vary in size from retail strip centers to expansive master planned communities. HFI's expertise is showcased across a diverse group of market sectors that include commercial/retail, education, industrial/office, infill/redevelopment, public works, renewable energy, residential/land development, and water resources.

During the last 53 years, HFI has developed successful relationships in the Southern California community with numerous agencies, developers, builders, and other firms that benefit from quality service. Whether participating in the lead or support role, HFI's mission is to identify and assist Clients complete projects while maintaining schedules, deadlines, and budgets. The firm's goal is to assist in all elements of a project – from the initial planning stages through completion of construction. As part of the project team, HFI understands the importance of communication, coordination, and working with the financial considerations of each project.

The firm provides a full range of survey and mapping services for all types of projects in the land development and public works sectors.

HFI’s public works division provides a full complement of municipal engineering, surveying, and GIS services to agencies and developers. The public works division caters to public and private sector clients on a project-specific and an on-call basis.  The firm knows public works. It was founded by engineering and surveying professionals from the public sector. Today, former public sector officials continue to serve on the team.

The firm’s LEED project experience includes industrial, commercial, and mixed use sites targeted for Silver and Gold certifications. HFI understands that intent of the LEED program is to have all the disciplines involved in a project work together to design and create a project that is sustainable and minimizes environmental impacts  As a result, HFI is experienced in collaborating with the entire team to achieve the project’s targeted certification.  

Some of HFI’s current LEED projects include demolition, new construction, redevelopment and Brownfield sites.  HFI has led the effort to meet the Prerequisites and the Credits related to civil engineering, while guiding achievement of those Credits led by the other disciplines on the project team. Experience in this dual role allows HFI to keep the team on track to produce a project that maximizes operating efficiencies, minimize impacts to the environment and earns the targeted certification.

HFI provides a broad range of professional NPDES water quality services. The firm has an in-depth understanding of the technical and regulatory issues facing developers today. The firms services in water quality management include: the development and provision of Best Management Practices (BMPs) for municipal and industrial/commercial construction activities covered by the State of California NPDES General Permit; “Standard Urban Stormwater Mitigation Plans” (SUSMP); local Water Quality Management Plans; and project-specific Runoff Management Plans incorporating water quality. HFI’s scope of services include the preparation of SWPPP’s, Erosion and Sediment Control Plans, design of urban flow (dry weather runoff) interceptor structures, and vegetated riverine systems for biofiltration of urban flows. Unique special services include the design of Water Quality Catch Basin Inlets to intercept dry weather urban flows as required by NPDES criteria.
