Mr. Patrick J. Doyle, Managing Director – Connecticut

The primary focus of Mr. Doyle’s professional work is international HSE management system development and implementation, including HSE auditing. Mr. Doyle has performed numerous HSE diagnostic assessments at industrial operations worldwide and facilitated the development and implementation of effective HSE management systems to address program gaps and deficiencies. Mr. Doyle has over 20 years of professional experience in the HSE management field, having participated in over 450 comprehensive HSE audits, most as an audit team leader at a wide range of industries, including consumer products, petroleum, automotive, aerospace, pharmaceutical, public utilities, and manufacturing facilities across the globe, including Africa, Asia, Australia (Oceana), Europe, North America, and South America. Mr. Doyle is fluent in Spanish and working knowledge of Portuguese.

Mr. Robert Bray, CPEA, Managing Director – California

Mr. Bray has 25 years of experience in regulatory compliance and HSE management, supporting clients from the energy, petrochemical, aerospace, manufacturing, primary and secondary metals, pharmaceutical, food, printing, textile, electronic and utility industries. Mr. Bray’s specific HSE management experience includes assisting numerous corporations in the design and implementation of auditing programs and HSE management systems by conducting training, developing state/industry-specific audit protocols, developing audit report formats, designing databases to store and track audit information, and leading audit teams in the field. Mr. Bray has conducted more than 450 compliance/management systems audits worldwide. Mr. Bray has also assisted clients in the development and implementation of compliance management systems.  

Joseph B. Cotier, CPEA, Director – Connecticut

Mr. Cotier has completed more than 350 EHS audits and management systems consulting projects in more than 35 states and 20 countries.   He has experience in a wide range of industries including petroleum refining and chemical manufacturing, electric utilities, breweries and consumer and pharmaceutical products manufacturing. Mr. Cotier is an air emissions expert with particular strengths in emissions inventories, leak detection and repair, and a wide variety of MACT programs.  Joe his has performed inspections and managed compliance orders as a Senior Air Pollution Control Engineer for the Connecticut Department of Environmental Protection. He is a BEAC Certified Professional Environmental Auditor and recently completed his fifth year on the Board of Directors for The Auditing Roundtable, the leading professional association for HSE auditors.

Mr. Gary Dahms, Associate Director – Texas

Mr. Dahms has 35 years of industrial experience in the petroleum industry of which 26 years was in regulatory compliance, process safety management, and HSE management. The primary emphasis of his professional career is both domestic and international compliance auditing and HSE management system assessments of drilling operations, oil and gas production, refining operations, oil and grease manufacturing, retail marketing, and co-generation operations. Additional work experience includes conducting audit/assessment team member training, development and maintenance of compliance and management system protocols, and tracking identified issues through closure.

Mr. Lawrence Heim, CPEA, Director – Georgia

Mr. Heim has over 25 years of experience with environmental compliance, auditing and risk management, serving clients from the forest products, metal manufacturing, utility, aerospace, and general manufacturing sectors.  He has provided innovative solutions for permitting, regulatory compliance and business issues.  Areas of focus include environmental compliance audits/assessments, risk identification, integrating risk concepts into environmental program development, and liability mitigation programs.  Mr. Heim has conducted more than 400 compliance/management systems audits in the US, Canada and Latin America.  He has led and performed many aspects of environmental management activities, including interdepartmental and management-level coordination, communication and training, EHS performance measurement, cost accounting, economic valuation and product/branding strategy.
