The Florida Justice Institute is a nonprofit civil rights legal organization based in Miami, Florida. They specifically:
Represent inmates and vulnerable people whose constitutional rights have been violated
Take on cases involving prison misconduct, abuse, and inhumane conditions
Have successfully sued the Florida Department of Corrections in the past
Provide free legal representation to those who cannot afford it
Have the ability to file lawsuits directly against FDC.
They are essentially lawyers who fight for inmates' rights at no cost and have real legal power to force change — not just investigate. A submission to them combined with the press could be extremely effective.
