About

The Self-Directed Care Association (SDCA) is a nonprofit, membership-based organization dedicated to strengthening the sustainability and integrity of self-directed care programs across the United States. SDCA supports both care recipients and domestic care workers by delivering education, resources, and community-based support designed to preserve participant autonomy while reducing systemic risk for stakeholders, including Fiscal Management Services (FMS) providers and Managed Care Organizations (MCOs).

Operating alongside SDCA, Flexicare Benefits provides a consumer-focused platform offering affordable, portable benefits and support services tailored to the needs of independent and part-time caregivers. These offerings may include access to virtual care, discount health programs, and supplemental coverage options—delivered independently of Medicaid funding and without reliance on employer-based structures where restricted.

Together, SDCA and Flexicare have developed a parallel support model that operates outside traditional Medicaid and employment frameworks while remaining aligned with them. This approach is designed to improve caregiver stability, expand access to support, and reduce unintended liability risks associated with training, oversight, and benefit delivery within self-directed care.

By separating support from employment, SDCA and Flexicare enable scalable workforce solutions that maintain compliance, protect participant control, and address long-standing gaps in caregiver access to benefits. The organizations work with partners across states to advance innovative, compliant strategies that strengthen recruitment, retention, and overall care outcomes.

Their long-term vision includes:

Expanding access to benefits and protections across multiple states
Partnering with FMS providers, MCOs, and state programs to improve workforce stability
Advocating for policy changes that allow greater flexibility in supporting caregivers
Leveraging data and analytics to demonstrate measurable improvements in retention, cost efficiency, and care outcomes.
