Julian Marcus Raven is an artist, author, entrepreneur, constitutional advocate, and independent candidate for Mayor of Elmira, New York. Born in London and raised in Marbella, Spain, Raven has spent decades working in the fields of art, publishing, business, public advocacy, and constitutional issues. He is known nationally for his free speech litigation involving the Smithsonian Institution and for his longstanding advocacy of government accountability, transparency, and citizen participation. Raven's mayoral campaign centers on what he calls "The Elmira Declaration of Resilience," a civic movement dedicated to restoring confidence, responsibility, and hope in the future of Elmira. He argues that while cities face economic, social, and political challenges, the greatest threat to any community is the belief that decline is inevitable and that ordinary citizens are powerless to change it.
Drawing inspiration from the American Founders—including George Washington, Thomas Jefferson, James Madison, and John Adams—Raven advocates a return to civic engagement, constitutional principles, honest government, and respectful public discourse.
