License Plate Owner is a vehicle records lookup service providing DPPA-compliant registered owner information to developers, legal professionals, insurance adjusters, process servers, fleet managers, and repossession companies across the United States.
The service is operated by Lance Casey & Associates, a licensed private investigation firm with over 25 years of experience and a law enforcement background (CA PI #27617). Unlike data broker or scraper-based lookup tools, every request is manually fulfilled by a licensed private investigator operating under the federal Driver's Privacy Protection Act (DPPA).
Developers access the service through a simple REST API. A plate number and state are submitted via GET or POST request and routed to a licensed PI for fulfillment. Results are returned within 1–2 business days and include registered owner name, current address, and vehicle make, model, year, and VIN.
Supported DPPA permissible purposes include insurance claims and underwriting (Purpose 1), litigation and legal proceedings (Purpose 2), licensed private investigator use (Purpose 8), and towing and repossession (Purpose 9). The API currently covers 36 US states.
