Operating Engineers Local 3 covers a large jurisdiction that includes Northern California, Northern Nevada, Utah and Hawaii. Members are served from 14 district offices and four satellite offices: 11 districts in California, one district plus one satellite in Nevada, one district in Utah and one district with two satellites in Hawaii. A district representative who is responsible for the assignments of the district’s business representatives and support staff oversees each district.

Job placement centers are located in each district office. The dispatchers link our members to jobs in that local district and maintain the out-of-work lists.

Membership is comprised of private and public sector employees. The majority of members work in private construction as heavy equipment operators, mechanics, drillers, concrete pumpers, soil testers and inspectors, surveyors and dredgers. Public sector units include highway maintenance, law enforcement, local service district and public safety workers.
