Our goals are to promote Trap-Neuter-Return (TNR) as the most humane and effective way to control community cat populations, to educate municipal leaders and community members about the benefits of TNR, and to maintain a network of TNR resources for shelters and rescue groups, trappers, and community cat caregivers. The Cat Protection Council of Westchester, Inc. is an all-volunteer IRS recognized 501(c)(3) charitable nonprofit organization.
