In 2001, The Offender Parole Probation State Training Employment Program (TOPSTEP), a collaborative initiative between the Georgia Department of Labor, Georgia Department of Corrections and the Georgia Department of Pardons and Parole, invited A Rare View to participate in a pilot program Operation Arrendale.  Operation Arrendale was implemented to match six offenders with employers prior to their release from prison.

Beth Oxford, Director of Programs, Georgia Department of Corrections wrote “Ms. Octavia Brown and the staff of A Rare View were successful in placing five of the six inmates into gainful employment.  GSAMS (Georgia Statewide Academic Medical System), a distance learning system, was used to conduct all interviews.  The employment obtained for these inmates ranged in pay form $8.00 per hour to $16.oo per hour.  We would like to extend our sincere thanks to A Rare View for their hard work on this project.  Their efforts in obtaining employers and assisting us with scheduling employer interviews insured the success of the project”.

In 2003, Octavia Brown was nominated for the 11 Alive (WXIA Community Services Award for her diligent volunteer services with A Rare View and her dedication to helping ex-offenders become productive tax paying citizens.  As a recipient of the award, along with the recognition for her service, Mrs. Brown received a Tiffany engraved statuette and a check for $1,000 that she donated to A Rare View.

Between 2003 and 2005, A Rare View, Inc. represented by Octavia Brown served on the S. L. Lewis Elementary School Council as a business partner.

In 2005, A Rare View joined a consortium of service providers that receive technical support from the U.S. Department of Labor.

In 2006, A Rare View Board Of Directors approved the implementation of a new program Integrity Plus.  The Integrity Plus program is designed to assist cross-cultural middle school children between the ages of ten and fourteen with their educational, behavioral and social development.

In 20007, A Rare View sponsored the Mother of America Campaign to make 2008 The Year of Integrity a strategic effort to make the National theme of the year 2008 “The Year Of Integrity”.
